Dell laptop keyboard flashing and won't turn on

Today we lost power for a few hours. When power came back on, I tried to turn on my laptop. When I press the power button, the backlight for the keyboard blinks once in tandem with the small power LED in the front of the laptop. Also, with the bottom case off, I can see the fans fidget at the same time, but never actually get going. If I wait a few seconds and press the power button again, it will do the same thing as stated above, but it cannot be done in rapid succession.

I took out the battery and the CMOS battery [I think that’s what it is called] and held down the power button for a long time, I then plugged in the laptop without either battery and tried to start the computer. The same problem mentioned above continues to occur.

I have several other items on the same power strip[not a surge protector, I think], that we’re not affected. A monitor and stereo amp. Could my issue be from a surge when nothing else was affected?

The charger has a steady green light as usual so I assume it is working fine.[if a surge were to have happened wouldn’t it damage the charger before it would damage the laptop?]

I have had trouble with the laptop not turning on before due to the humid environment that I live in, but I put the computer in a dry box daily and have never had the issue again. Besides, when it failed to turn on in the past it never blinked like this. I would simply show no signs of life. This is different.

What does this mean? Is there anything that i can do?
