Hi schmidthouse. I have mentioned that I have tried BOTH the online and offline installers. Both give the same error.
Edit: I tried the download you provided and it seems to be working! Thanks a ton. If anything else happens i'll inform you.

Version 18.8 is the last supported version for both XP and Vista.

That will be enough of that.
When I try to open some of my applications, such as Google Chrome, on my laptop, I get an error message saying that "aswcmnbs.dll was not found. Reinstalling the program may fix this problem." Google tells me that this dll file is associated with Avast, but Avast antivirus is one of the applications that can still run. I have already had enough issues after using the Avast Premium Cleanup and customer service is almost no help. What's going on with this dll file and how do I fix my laptop?
Repair Avast: 1. Control Panel -> Add/Remove programs -> Avast 2. Click on 'Repair'. 3. Follow instructions. 4. Reboot.

Fully uninstalling, and reinstalling Avast seems to have fixed the issue and allows my applications to start [they all are basically saying they need to be reinstalled too...] so the issue is fixed. If I were to guess, it may be because the Cleanup Premium was reinstalled with it. Either way, thank you for the help. I'm going to go clean up the mess Cleanup made.

You're welcome. You might consider removing the Cleanup Module.
