4000Mhz is quite a high frequancy to run RAM at and is never Guaranteed as its down to how good the IMC [Integrated Memory Controller] on your CPU is for 8th and 9th gen Intel only Guarantee DDR4-2666MHz, in dual channel its alot more of a load on the CPU's IMC to contend with so you are playing the game of attempting to put a huge strain on the IMC in Dual Channel and 4000Mhz and that is down to if you have a CPU with a almost perfect IMC on it.
